Mr. Gardner's career reflects over 55 years' experience in forestry, security, emergency management, & health care with a demonstrated record of success in developing Programs, Plans, threat and risk assessments, recovery planning and business continuity assessments, training modules and exercises for a wide variety of employers and clients. Strong analytical skills and intuitive understanding of organizational culture has enabled Mr. Gardner to furnish comprehensive services in both public and private sectors. He is widely known for his advocacy of an Integrated Safety Services view, a multi – disciplinary approach and the need for a focus on operational continuity and readiness, particularly as it applies to health care, public service and critical infrastructure providers.

Experience Highlights

• Practical, on the ground experience of major emergency and disaster response and recovery in both Canada and the United States.

• Effective coordination, collaboration and development of cooperation between multiple agencies in preparing threat assessments, health sector preparedness activities, response procedures and recovery protocols.

• Leadership in Emergency Operations Centers including events in British Columbia following 9/11 with the unexpected influx of diverted aircraft to Canada, development of predictive flood consequence tools and detailed damage assessment management following extensive flooding on the West Coast of British Columbia.

• Development and testing of Operational Continuity Plans for large infrastructure organizations and health facilities faced with major natural, man-made, terrorist and health threats.

Teambuilding

• Mr. Gardner is adept at developing teams who can focus on problem-solving for complex issues. He is past Chair of both the Regional Emergency Coordination Centre and the Regional Emergency Planning Committee for the 21 member municipalities in the lower mainland of British Columbia. The Committee and its JELC subcommittees have since been guiding the development of cooperative emergency planning in the region.

Education and Training

• Mr. Gardner is committed to the principal of 'lifelong learning' and has taken extensive training in security and emergency management himself. He has also taught security and emergency management at the College and University level, lectured extensively, and mentored graduate students undertaking security, health care and emergency management studies. He has given numerous clinics and training sessions on personal and corporate emergency preparedness and response. He holds both Masters of Science and Applied Science degrees.

Public Information

• In addition to teaching activities Mr. Gardner has considerable experience in providing media briefings, providing media releases and appearing in live media programs on emergency management and security issues. A recent hour long interview on family preparedness has been aired extensively in British Columbia.

Innovation

• Mr. Gardner has a keen interest in finding effective ways of communicating information to staff and the general public. He has developed a series of unique presentation tools. He has also designed emergency response, EOC emergency kits & mobile health vehicles and equipment that are now in commercial production.

Diminishing Complexity

• Security and emergency management are fraught with apparent complex systems and expectations. Mr. Gardner has developed presentation techniques, templates, plan formats and policy documents to assist in clarity and ease of understanding in security and emergency management administration, planning & operations.
